Left Behind: The Problem of Abandoned Pets (PHOTOS)

Animal abusers should absolutely have to register themselves in the same way as sex offenders! And they should never be allowed to keep animals again. In my state, the stiffest penalty for animal cruelty is only three years in jail. Each circumstance must be taken into consideration, of course, but for people who deliberately torture animals or engage in activities such as dog fighting, the penalties should be much stiffer.

When someone abuses animals it is also a red flag that they are far more likely to one day commit similar crimes with a human victim. The police should be made aware when such a person is living in their community, the same way they are made aware when a rapist or child molester is living in the community.
